Browns rookie receiver Brian Robiskie and fourth-year running back Jerome Harrison are among the inactives for Sunday's game against the Lions at Ford Field.
Robiskie, an Ohio State product, has caught just one pass in seven games and appears to be struggling to get open. He was also inactive in Games 2 and 3.
Harrison is the Browns' second-leading rusher (with 254 yards on 69 carries) and third-leading receiver (18 catches, 111 yards). But he has had issues picking up the blitz. Coach Eric Mangini will continue to give his playing time to rookie Chris Jennings, a University of Arizona product who opened the season on the practice squad. He was promoted after three games. Against Baltimore Monday, Jennings carried seven times for 18 yards and caught one pass for 10 yards.
Also inactive for Cleveland are linebacker David Veikune, a second-round pick, rookie cornerback Coye Francies, offensive lineman Billy Yates, receiver Jake Allen and linebacker Arnold Harrison. The Browns were awarded Allen and Harrison off waivers last week.
