Oil and natural gas landmen would be ordered to register with the state and provide landowners with disclosure forms on mineral rights leases under a proposal being considered by Gov. John Kasich’s administration.
The approach has the support of a state lawmaker who has criticized what he claims are unethical practices by landmen looking for drilling sites in the Utica shale play. Lobbyists for the oil and gas industry have been part of the discussions.
