There's a lot of crude oil sitting in storage tanks in Cushing, Okla.
It is the terminus of a pipeline to carry U.S. and foreign oil to Cushing before it is pumped to American refineries for processing.
Oil has also been coming to Oklahoma from Canadian oilfields and from North Dakota. That has created an energy bottleneck.
Now the pipeline will be reversed to send oil from Okalohoma to Texas Gulf Coast refineries.
It may not help lower gasoline prices in the United States.
