Policy Matters Ohio's Patton: Ohio needs to beef up H.B. 375

Testimony to the House Ways and Means Committee

House Bill 375

Wendy Patton, senior project director at Policy Matters Ohio, is scheduled to present testimony this afternoon in Columbus before the House Ways and Means Committee. Here are three of eight proposals she'll make to strengthen HB 375 and the severance tax on oil and gas:
  • Raise the proposed severance tax rates, which are lower than most states with active shale drilling. Ohio needs in line with other states;
  • Trim and target tax breaks that subsidize the industry even though the legislation requires nothing in return;
  • Eliminate the exclusion from Ohio's Commercial Activity Tax, which amounts to a special-interest carve-out.

Patton concludes: "House Bill 375 undersells a valuable Ohio resource, and needs to be strengthened. Severance taxes should support proper oversight and regulation of the industry, mitigate impacts on local communities, and help the state meet current and future needs."
