Solving Ohio permitting number mystery

Ohio reported that it had issued 469 Utica shale permits through Dec. 8.

A week later, the Ohio Department of Natural Resources' Division of Oil and Gas Resources Management reported that 13 new permits had been issued, but the state total was 477, not 482.

That's because five of the 13 permits had been re-issued to drilling companies, after the permits had expired.

Ohio is not counting them a second time.

Only eight of the permits were new and they were added to the Dec. 8 total of 469 to produce 477 permits through Dec. 15.

Most permits are for one year or two years, and many of the one-year permits are lapsing, said spokeswoman Heidi Hetzel-Evans.
