A new study indicates that the Pennsylvania Department of Environmental Protection may have undercounted Marcellus shale wells.
That study says the state's count may have missed between 15,300 and 25,100 wells.
That would cost local communities $303 million in lost Act 13 income in 2012 and up to $1.85 billion in lost money over the lives of the wells.
A state spokesman said the wells in question did not meet state standards to be included.
