The Ohio Environmental Review Appeals Commission said the Ohio Environmental Protection Agency was wrong in its dealings with Patriot Water Treatment.
The plant was largely idled in April after the EPA had ruled that the city of Warren sewage plant could not accept briny drilling wastes from the Patriot plant.
