Youngstown City Council on Wednesday again delayed voting to permit the city administration to seek offers for companies to drill on city-owned land.
But the proposal is expected to be approved at council's Oct. 17 meeting, the Youngstown Vindicator reported.
The city has said it would use leasing bonuses to demolish emptyresidential buildings in the city.
The city has 1,070 buildings that need to be razed and only has the money for 300 to 400 demolitions, said Mayor Charles Sammarone.
