When The WB was here on Friday, I saw a woman -- and not a TV critic -- approach the network's registration table just to find out when ''Everwood'' is coming back. Which proves it's never too early to start planning your fall viewing. So, since The WB and UPN have indeed announced premiere dates for their new and returning shows in the coming season, here's the lowdown. (Note that some shows, including ''Everwood,'' are changing nights.)
