Montgomery praises Rodgers for improving

Offensive coordinator Shane Montgomery went out of his way to praise Matt Rodgers on his progress since the spring, as published in a article.
Here is the quote:

Also individually, Matt Rodgers has come in and played with a lot of confidence. He looks like a totally different player out there from the spring and we think the game has really slowed down for him, allowing him to make good decisions. After two years in the system, he is someone we would feel very comfortable running the offense.

The quote struck me as fascinating -- in a day when coaches have gone to great lengths not to comment about only one quarterback or make a gesture to suggest one quarterback is ahead of the other (see Romeo Crennel's coin flip).
Is this the first indication that the coaches might be seriously considering replacing the two-year starter with the untested sophomore?
