As part of a financial recovery plan required by the state, Coventry Local Schools last year formed a committee to delve more deeply than ever before into the policy of open enrollment. The tool long has been used in the struggling district on the assumption that boosting the number of students also increases revenue. The assumption has been questioned sharply by some citizens, who argue open enrollment, instead, costs the district.
