Ohio Republicans first hammer and then apologize to Brian Williams

Rare is the occasion when a political party apologizes for a cheap shot unleashed in the heat of a campaign. Yet that is what Robert Bennett, the chairman of the Ohio Republican Party, did this week. He told Brian Williams in a letter that the party was sorry for ''wrongly characterizing'' in mailings his vote on legislation reducing property taxes.

Williams is seeking re-election in the 41st Ohio House District. The Akron Democrat faces Randy Cole. This editorial page recommended the election of Cole. His party has performed his candidacy no favor with the mailings. Cole must take ultimate responsibility for the lie promoted in his behalf.

Robert Bennett didn't use that three-letter word in his letter. He talked about ''inaccurate statements,'' about ''outside consultants'' failing to follow instructions to be ''completely truthful.'' Consider how far the mailings missed the chairman's standard.

One sneered about Williams ''taxing the American Dream . . . and making it unaffordable.'' Both practically shouted about Williams opposing a 12.5 percent reduction in property taxes. The truth? Williams voted for the property tax reduction.

An honest error? Is there a more highly charged issue in Ohio than property taxes? A scrupulous campaign would check and double-check the vote, knowing that once the mailings were sent, it would be all but impossible to ''unring'' the bell.

So, yes, polite applause for the apology (after Williams went to the Ohio Elections Commission). Yet suspicion lingers, the Republican Party and its candidate almost surely reaping dividends from the mailing. Remember, voters in the 41st District: Brian Williams supported the reduction in property taxes.
