It's an outline, a sketch, a beginning rough draft.There is no language in Issue 8 categorically stating the degree or amount of financial aid qualifying students will receive.''

Good for you. So, you can pay for college. Many families cannot. And for those who don't think they should pay for other kids, who paid for your schooling? If you went to public schools, everyone in this community paid for your education.
