The election is over, but the Joe the Plumber case is not.

Ohio Inspector General Tom Charles said his office is now looking at a half-dozen agencies that accessed state records on Samuel Joseph Wurzelbacher.

The Beacon Journal has learned that, in addition to the Department of Job and Family Services, two other state offices — the Ohio Department of Taxation and Ohio Attorney General Nancy Rogers — conducted database searches of Joe the Plumber.

Wurzelbacher became an instant celebrity after he asked Barack Obama a series of questions in his Toledo driveway about the Democrat's tax policies.

In the third debate between Obama and Republican John McCain on Oct. 15, the candidates referred to Joe the Plumber more than 20 times.

The next day, the taxation department conducted two separate searches of a database of liens for unpaid taxes that were certified to the Ohio Attorney General's Office for collection.

John Kohlstrand, a taxation department spokesman, said he is prohibited from talking about individual taxpayers, but he confirmed that the databases were checked.

The searches were done to determine whether a lien placed against the individual was appropriate and whether it remained unpaid or not, Kohlstrand said.

The department's first search of the day was unsuccessful because of incorrect information about the individual, Kohlstrand said. Ohio Attorney General Nancy Rogers' office then contacted taxation because it was having difficulty accessing the database, Kohlstrand said. After the two agencies talked, taxation completed a successful search.

Kohlstrand said that the AG's office wanted access to the records so they could turn over to the national media lien information that was a public record in Lucas County. He said the national media did not have reporters in Toledo, so the attorney general's office was helping them out with public records.

On the day following the two searches, the taxation department conducted a search of another in-house database that tracks cases and correspondence between taxpayers and the department before the liens being certified and turned over to the attorney general for collection.

Rick Anthony, deputy tax commissioner, said there are times when a payment can be in the pipeline so a lien appears unpaid when in fact the taxpayer or business has repaid the state.

Anthony said the database searches on both days were conducted to ensure that the information in Lucas County was being properly reported by the media.

''Wouldn't that have been a disaster if the lien had been paid,'' Kohlstrand said. ''The responsible thing for us to do would be to take prompt steps to make it right.''

''We are not aware of any inappropriate browsing of information by anyone in our department pertaining to Mr. Wurzelbacher,'' Kohlstrand said.

Jim Gravelle, a spokesman for Attorney General Rogers, said he could not comment on individual records because of privacy issues. He said he would not confirm or deny that the AG's office went to taxation or whether his office had been queried by the inspector general.

The day after the debate, media outlets began reporting that Joe the Plumber's real name was Samuel, he was not a licensed plumber and he owed close to $1,200 in back taxes and additional money to a hospital.

His home was besieged by media outlets, including television crews that camped on his lawn.

Wurzelbacher had questioned Obama's plan to raise taxes for anyone with an income exceeding $250,000 because he planned to purchase his own plumbing business.

His current income made him eligible for a tax break under Obama's plan.

Wurzelbacher later endorsed McCain at a campaign stop in Ohio and hired the Pathfinder Management group in Nashville to manage his career.

Kohlstrand would not comment on an investigation by the inspector general, but Charles confirmed Thursday that he is looking into the taxation department to determine whether their searches were appropriate.

Charles said he does not know at this point if anyone in any of the agencies did anything wrong.

The inspector general began investigating after news reports surfaced that Helen Jones-Kelley, director of the Ohio Department of Job and Family Services, ordered her agency to conduct background checks on Joe the Plumber.

Jones-Kelley maintains that her agency routinely checks on people who are thrust into the spotlight to determine whether they have unpaid child support bills, are receiving public support from her department or owe unemployment taxes.

After the election, Gov. Ted Strickland placed Jones-Kelley on paid leave. The governor said the suspension was for a matter unrelated to the background checks on Joe the Plumber.

I don't think any goverment agency should be checking on anyone and giving the information to the news media. The news media has taken over this country to the point that they on infringing on every one's rights. They should just report the news as it happens, not like they want it to be or try to make it bigger then it is. It is getting you can't believe any think you read in the paper any more.

Are the people who are mad about the intrusiveness of the Patriot Act and the Telcom breech of privacy just as mad that Joe “The Plumber” had his privacy violated? Or are they just like the “Conservatives” who lambaste big government until they’re in charge and then expand it to meet their own needs.

Just because I think the guy is an idiot doesn’t mean he shouldn’t have his privacy protected under penalty of law. If they can go after him for having his views, they can come after you.

Tim and Edward: Joe the Plumber is a fraud. His intent was to try to embarrass Obama. He lied about the income the business would make, he wasn't going to or couldn't buy the business, and he wasn't even a licensed plumber. Funny how he ended up as a celebrity on the McCain campaign trail. Seems like he wanted celebrity and I guess he's getting notoriety instead.

Joseph misses the point. JTP's life has nothing to do with it. The POINT is, that he is being persecuted by the liberal media because he made BO look bad and BO exposed his true intentions. His objective was to promise the moon, knowing darn well that he has absolutely no intention of keeping any of his promises. Usually most candidates don't admit this at their own victory speech. I'm glad I didn't vote the Pelosi/Reid/Obamination ticket.

Hey Joseph,
Why don't you tell us your last name so I can have some people do checks on you because you had the audacity to express an opinion (even though it was ill informed and hardly well thought out). These agencies had no business performing any checks on Joe the Plumber. The excuses given by the agencies are pathetic. Why would they be doing the media's job for them. Even if the media got the wrong information then Joe could have corrected them. The only plausible reason is that there were sympathetic employees to Obama who wanted to assist him in embarassing Joe. Joseph, the man was in his front yard playing football with his child when Obama approached him. I'm sure to you that is someone with intent on embarassing someone. Please, I only hope these third world tactics end. They should make an example out of these people.

JTP was a fraud and a liar. Like many americans he parlayed his brief encounter into a career. I hear he's going to have his own show.

Most of you that are upset over this are only complaining because you are either McCain/Palin/JTP suppororters, or because you dislike Obama.

JTP was not going to buy the business. And if he did his income (not sales revenue of the company) would not have been over $250,000. Even if he would buy the business, and make over $250,000 in income, with that kind of pay he could hire a financial consultant to help him shelter the income/revenue in ways to avoid the taxes.

WAAAHHHH, the liberal media is persecuting JTP. Please, the media and the McCain campaign turned the guy into a celebrity.

I'll type real slow so you can understand. Most, if not all of the searches, were done prior to JTP campaigning for McCain. Even if they were done after he began to campaign for him, state resources should not have been utilized by political hacks to smear the guy. The media has proven that they are perfectly capable of smearing someone on their own. That is why they sent hoards of reporters to Alaska to dig up dirt on Palin, but failed to do any investigation into Wiliam Ayers, Tony Rezko, etc.. It doesn't mater who won the campaign or whether it would have had an impact. McCain never stood a chance of winning because he was a Republican and not even a very appealling one. What is concerning is that the operatives of a candidate who promised to be a new type of politician have used some fairly old faishoned Chicago style (actually more Saul Alinsky) tactics on a private citizen. All citizens should be appalled at that. As the old German adage goes, when the Nazi's came for the Jews I did nothing, when...

The apathy and total lack of regard displayed by the state government and its corresponding agencies in revealing Mr. Wurzelbacher confidential information to the media is not only absurd, but involves complicit acts of conspiracy. To allow a situation like this to fester and go unchecked is criminal; the complacent officials in charge should be shackled and jailed for gross neglect and fined for incompetence!

And to you supposed liberals who chose to shrug this off and shoulder the blame on Mr. Wurzelbacher; you are frauds and outright imposters of the worst kind. I'm glad I don't live in Ohio anymore, I'd have to quit my job and be a full time protester.

Those of you pushing this same line that JTP was a FRAUD - well - NO he is NOT. JTP speaks for MANY of us who face the decisions he describes rather eloquently. I wish he HAD been a part of the campaign from the beginning, because he really does get it, and his Q&A with Obama truly highlighted the GLARING economics difference between the left and the right.

The discussion was in HIS front yard, Obama came to HIS neighborhood, and sought questions. JTP asked a good one, and he spoke for many of us that day. The discourse was amicable, they just disagreed. Someone put it on youtube, then McCain used it over and over and over again, and the obamabots sought to destroy this man.

I was not going to vote at all this year - I had no confidence in McCain, and certainly did not want the "change" Obama has been promoting for years.
It was like the South Park election episode - a do*che or a turd sandwich....But after seeing how the left sought to personally destroy innocent bystanders (like the Palin kids, and Joe W) and then I heard threats of race riots if Obama lost, and anything you challenged him on soon became "racist" - I knew the CHANGE was going to be BAD, so I held my nose and voted McCain/Palin

This investigation is nothing new of a US citizen! People need to be aware that Ohio is not the only state being used by Government Employees to advance agendas political or otherwise. In Oregon there exists a group whose actual membership is mostly Government Employees (State, county, municipality) who have been doing investigations for years of anyone whom the "powers that be" need to get any and all information on. I understand that a person can contact this group and purchase a investigation on ANYONE!

Reading these posts is really eye opening. People/Dems don't want the government to spy on terrorists, but it's okay for government employees to use their access to the records of private citizens to dig up dirt on them to help their candidate.

All the yammering about "freedom, liberty, justice being cast aside by Bush, Cheney, Ashcroft, et al.... when no one has been able to give any examples, with the exception of suspicious foreign born "travelers" and now we are witnessing outright violations of privacy, misuse of government data for political purposes, outright VOTER FRAUD, and a new administration which is already speaking PUBLICLY about **COMPULSORY** National Service - and it seems only the Republicans who were concerned about liberty with new national security measures are speaking out about the Obama plans for "change". To many of us, the election is much larger than one person, it is about ideology. I've read Obama's ideology. It is NOT what America is based on. We witnessed the Obama "truth squad" in action - we've seen the threatening letters, heard the prosecutors speak publicly about "putting a stop to falsehoods"

Liberals should be very scared. The policies they accept now will not only be enacted by THEIR candidate, but FUTURE presidents as well.

That’s $2730 per week
$546.07 per day.

She spent 2 full days herself on these searches, for a total of $1092.14

What are the odds that when you include her 3 plus staff members and the heads of 5 other Ohio State agency’s along with their staff members in TOTAL
Cost the tax payers of Ohio less than $90.84 ?

BTW tax liens on homes are usually paid out when the property is sold.

I think most people are missing the point here. Whether or not you may believe in Joe's politics is not the issue. The issue is that people who work for this agencies abused their power and resources to dig up dirt on an average american. This I find disgusting, those found guilty of this should lose their jobs as they are not worthy of having them. This is like big brother. What does it matter whether he owed taxes, misstated his income or worth, that is beside the point. People have died to keep this country free, to give people the right to speak their mind. Those who don't defend these rights do not deserve these rights.

Here's a sad fact. I work for the State of Ohio, I have watched the State fax machine crank out a steady flow of Union propaganda, partisian lies, and the State resources becoming Hitler like in a partisian frenzy.
I believe Gov Strickland wants to do the right thing, and he means well, but he has allowed an atmosphere of intolerance to flourish toward any other perspectives and this has contributed to unethical behavior in his administration. I refuse ethics training that Gov Strickland has mandated until he upholds the standards he says he supports. "Joe" was targeted, there is no doubt, we who work in State Gov't know it, Gov Strickland knows it, and we know he knows it. We are watching.

He has unpaid traffic fines over $500 which means if he were to be stopped for a traffic violation in Arizona he could be sent to jail.

Joe The Plumber had the audacity to question The One when the media was too cowed to do its job, then found his efforts rewarded with an actual answer. How dare he!

It is a fact that most Americans are pacificists when it comes to the democratic process. They are too busy playing with their WII's to be bothered. but here we have 1 man who desired to know who this still unknown person was, what that person's plans for America were, and then was persecuted for being the very definition of what an American should be. So be it.

Those who illegally dug through Joe's personal information for purely political purposes should not just be fired. They should be prosecuted to the fullest extent of the law. For anything less to happen sends a clear message to the rest of us.

Corruption of state officials by groups like ACORN could be controlled by requiring state officials not to have any party connections at all. Since we can't count on individuals for integrity and honesty, safeguards should be in place to ensure fairness for all.
Think about what could happen in Congress if there were no parties - only Americans who go to Washington to make decisions and policies based upon what's best for Americans and America.
Let the states take care of their business (bridges to nowhere, etc) but let the national politicians decide only on issues affecting the country.
Maybe we'd have some honesty after all - and there wouldn't be politicians in DC blocking good legislation just because of some political bias or posturing, or because it was sponsored by the other party.
Get rid of the parties that divide our country into red and blue. Any politician seeking state office should be apolitical and belong to no party.
What we have isn't working - so let's take control of our government and put in place something that will advance the interests of all Americans, not just the reds for the reds and the blues for the blues.
We're stagnant and making no progress. No more democrats, no more republicans - just Americans!

Joe was asked to work on the McCain campaign after he asked the question not before. Support who you will, but this is an invasion of privacy for the sole purpose of defaming a private citizen for asking a question to an idolized candidate. If the tables were turned and this was done to an Obama supporter there would have been a grand jury, senate investigations and racial epithets.

Personally, I don't have much feeling either way for Obama, but supporters are to be held legally responsible for using taxpayers money for unsubstantiated searches for the sole purpose of trying to invalidated a private citizen's question to a political figure.

I know I'm not paying their salaries for this work, this is a reason for firing as far as I am concerned. So search if you will, search on my dollar for your next vacation, hype on your neighbor, or to defame a private citizen whom made your candidate look bad. It is all wrong.

Jan, BO is the first candidate I can remember who told his followers to 'get in the face' of those who oppose him - most candidates attack their opponent or his ideas/proposals, but never ask his minions to attack the other voters.
There have been a lot of negative firsts by BO, but this one was especially egregious, maybe dangerous, because his groupies are so mindless they blindly follow! I think Joe the Plumber was a good example of that - the state employees were doing what they were told.

I'm not sure about the public records law in OH, but the public records law in other states indicates that most public records can be accessed and requested by the public (news media) as well as other government agencies. It is not unreasonable for these government agencies to prepare for large scale public records request by initiating searches in advance. Records requests are very time consuming and require review of the record in order to redact confidential information from the records being disclosed to the public. Also, in my state, the custodian of the record is not permitted to inquire as to the motive or the identity of the requestor, and is required by law to permit an inspection of all non-confidential information.

Just as (allegedly) Plumber Joe's privacy was breached, access logs in Ohio's information systems show when his data was accessed and from which particular government offices. That's powerful stuff. Data logs can probably enable a deeper investigation into precisely who made the access and whether it was legal. If people acted illegally, the digital evidence can lead to their punishment. You can be sure that if Joe had been black, no state officials like Jones-Kelly would have gone digging for dirt on him.

This campaign became one in which caucasians could not say ANYTHING contrary about Obama without being labeled "racists".

They even slimed and destroyed Geraldine Ferraro, one of their own, for saying Obama was where he was in the polls because he was black, just as she was were she was in '84 for being a woman. It's really disturbing that in the US something like this happens. And all because he asked a tough question of a Democrat presidential candidate. I know this story is linked to Drudge so one would expect some rather extreme comments but why does everyone keep referring to "illegal searches" of the data base on JTP. My understanding from actually reading the article is that these searches of public records were meant only to insure that the media was being given correct information regarding perfectly legal inquiries. The tax leans are public record, no secret. ''We are not aware of any inappropriate browsing of information by anyone in our department pertaining to Mr. Wurzelbacher,'' Kohlstrand said. There are plenty of good reasons to be concerned about our country and the state of our freedoms but this hardly seems an appropriate rallying point against invasion of our privacy.

As a native Buckeye (born in Toledo, very near Joe the Plumber's residence in Holland), I remember keenly and gladly the day I left the state -- FOR GOOD -- to find a better life. OHIO = Unions. Democrats. Taxes. Regulations. All the makings of a depressed economy -- and even more depressed citizens. I empathize with Joe the Plumber who may not have had the opportunity to leave the state. He and I are about the same age. Joe: I got out! Nonetheless, Joe was well within his rights to ask The Messiah Obama about his spread-the-wealth philosophy. My advice to Joe: Joe -- pack up and head out to a state -- Utah comes to mind -- there are others -- where your morals and your principles will not be the subject of illegal government scrutiny. I'm glad I can limit my involvement with Buckeyes to an annual visit to relatives, an occasional glimpse at an Ohio State football game (PS: I'm happy when they lose), and Christmas cards to family and friends. YES -- in my household, we still say, "Merry Christmas." Good riddance to Ohio and its miserable roads and railroad crossings and schools and...and...and...and...

I didn't know you have to have all your taxes paid up, be current on child support and not have any liens against you to be able to ask a question to someone who didn't have to answer anyway. I have a few questions but I see in Ohio you can only ask certain questions. No questions are allowed if it might make the person answering say something that makes them sound like an idiot. Does this apply to both parties or just if you ask a question of a Democratic candidate? Wait, is it ok to ask that? Don't answer if it means an investagation.

The hypocracy of the liberals is evident when they approve of the violation of Joe's civil rights and try to justify the law breaking by claiming he wanted publicity or whatever. The point is that the state does not have the right to abuse its power to attack a citizen who asks impertinent questions. Not ever. Period. The fact that the Obama group did not criticize this illegal activity tells you what their values are. Any bets what they will do by way of invading citizen's privacy when they are in power. Audits anybody? It was wrong when Nixon tried to do it. And it will be wrong when Obama does it. And anybody who does not understand it will be a fellow traveller to the institution of a new totalitarianism. Hopefully this does not happen. Hopefully the domestic police function as powerful and well funded as the military that Obama talked about does not happen. We will see. Hopefully he will be a great President. When state employees use state owned computers to get "dirt" on a private citizen who had the temerity and courage to ask a simple question, we are in the beginning throes of a dictartorship.
Our govt employees are suppose to serve us; the people. Govt ees are not supposed to spy on us and leak private info out to serve their union and political bosses. The scary thing about it the chilling effect it has on others who simply want to ask a question, rather than worship the public employees union chosen leader. Also what I find amazing is that most of the people complaining about the proposed special tax for incomes above $250,000, will never see that amount of money in a lifetime moreless annually. I personally think taxes should be a set designated percentage regardless of how much you make. I'm single, don't have any kids, paid my way through college and make over $50,000.00 and I get taxed like hell to pay for EIC and welfare programs. I don't think that's fair, but I still along with millions of americans still pay them. If you choose to make babies take care of them quit looking for handouts and programs. Lots and lots of p***** off people here. My point about Joe the Plumber is that he wanted to ask Obama "a tough question". The problem was, he wasn't genuine about the question. He picked a scenario to try to embarrass Obama. So John McCain decided to make him a celebrity. With that comes scrutiny. If public officials illegally tapped into is information, then they should be punished. I believe the ACLU has condemned the inquisition. Funny, though how all of you right-wingers spewing all of this venim don't have much to say about the Bush administration trying to stomp all over constitutional rights.
