TALLMADGE: Six city employees, including Police Chief Michael Duvall and Community Development Director Pat Sauner, have agreed to take a buyout package from the city.
The employees will receive packages of $20,000, said Tom Pascarella, the city's director of administration.
''We experienced a significant drop in income tax collections, which is typical of every city in this area, and we are looking not to lay people off,'' he said.
Income tax revenue is expected to be down about $800,000 this year and $500,000 to $600,000 in 2010, Pascarella said.
Officials are negotiating with all city unions representing 61 full-time and 44 part-time workers, Pascarella said.
The union representing part-time firefighters has agreed to give up an already negotiated 2 percent pay raise next year, he said.
''We feel good we didn't have to lay anybody off,'' he said, but added that 2010 will be a ''telling year'' for the city.
If income taxes don't stabilize next year, Pascarella said, the city will have to ''take another look'' at its options.
Along with Duvall and Sauner, the list of those taking the buyout includes police Sgt. Marc Trundle, two workers in the city finance department and one in the water and sewer department, Pascarella said.
Duvall, 50, has been with the city of Tallmadge for 24 years.
''This is a wonderful community,'' said Duvall, whose brother, the late Ed Duvall Jr., was a well-known Akron police detective.
His brother Charles Duvall is a retired Summit County sheriff's deputy who works as a deputy U.S. marshal.
Their father, the late Ed Duvall Sr., was an Akron police homicide detective who later worked for the Summit County prosecutor's and sheriff's offices.
''I will miss my co-workers and especially the men and women with the Tallmadge Police Department,'' Michael Duvall said.
He said his last day on the job will be Dec. 15. His future plans are uncertain.
''I consider this a leap of faith,'' Duvall said.
Tallmadge Mayor Chris Grimm said Duvall has ''worked hard to bring a new style of energy to the department and he will be missed.''

Chief Duvall was one of the few - good guys - left
Best of Luck! Glad to see you made it out of this politial rat race alive.
Robert Duval is a great actor too - Ha Ha!
See ya later chief. Thanks for protecting our community. Tallmadge is agreat place to live and raise our children because of the citizens, the police, the fireman and the teachers. They are our core and strengthen us as a community.
Cheif DuVall, Congratulations on a job well done. All who know you are happy for your retirement...
Natural Law: what Mother Nature, God, or Whatever Power decreed to be the reality of the real world, God, democracy, capitalism, the US Constitution, and free, fair, and affordable commerce.
Demands every corporation, farmer, business, outsourcer sweatshop, and nonprofit, tax-exempt, organization and Church; markets the cost; in the wholesale and retail price of his or her product and service; Of Fathers disqualified for affirmative action with white skin, Union workers, consumers, taxpayers, and Americas grandchildren’s children; funding buy-outs; with money; derived; from wages or independent business profit!
This Makes free, fair, and affordable commerce IMPOSSIBLE; Makes funding schools, infrastructure, and etc. IMPOSSIBLE; Makes balancing every budget IMPOSSIBLE; Makes union workers, consumers, taxpayers, and America’s grandchildren’s children LIFE UNAFFORDABLE; and created the $40 trillion social security and the $9.3 trillion national debt. America’s grandchildren’s children are responsible to pay interest with this debt until they are 18 years old. Then pay the debt with the $7.30 per hour government mandated labor wage!
There is no reason to believe America’s grandchildren’s children that go to bed hungry can afford life; and pay this debt; with the $7.30 per hour; government mandated labor wage; in a hundred million years; with money derived from wages or independent business profit!
@ Loren Eberly
Did you forget to take your medication this evening??? Not sure what the above babling is all about. Anyways...Congrats on the retirement chief !
Ding, ding, ding. Congrats KR 30, you're the 1,000 poster to ask about his meds. (He never answers).
1001
Lets see ,20,000$,thats what, about 4 ,ok lets say 5 months pay............
I'm curious as to why this article has such few comments and (the ones that aren't directed toward Loren) they are respectful/congratulatory.
These same issues (buyouts, union negotiations, look at situation again in future, etc.) reported about Akron and Cuyahoga Falls got commenters in an uproar.
You mean like yours ?
Mike, Congrats I hope you stay in town and continue to help the new cheif (Don Zesiger) continue to keep Tallmadge in Check... Mayor Grimm you have an easy task ahead... Skip all the BS testing and go with the guy who has been groomed for it...
I say pursue a few visas and bring in talent from Bangladesh or India as replacements.
They'll work on the cheap, and the city will save big bucks in the long haul.
I've been telling folks that this was going to happen. The reduction in services due to budget shortfalls caused by the unchecked transitioning of American jobs overseas. Thanks to all the money-grubbing corporate execs who are happy to destroy America at the expense of us all and our children. Thanks also to the laughable political leaders who have buried their heads in the sand (their heads are actually elsewhere, but this post would be deleted if I mentioned it).
Most of you are too busy to concern yourselves with the big picture. All you have time for is to struggle making a few bucks to keep a roof over your head and food on the table. What a shame.
Where are our LEADERS? You want to talk about the Browns being a dysfunctional organization? Better shift those arguments and comments over to our government, folks!
@ Selective blur
The ONLY med I am on is: A doctor subscribed ear wash I need to wash the lies; and etc. I see on this forum; out of my ears.
Doc decided to add an eardrop prescription to this med last month.
I got this prescription filled for $30.00.
When I went to get this eardrop prescription refilled. The price of the prescription went up to $200.00!
I cannot afford to pay for the more stock dividends (money); Hillaries (money marketers) market quarterly; in the wholesale and retail price of prescription drugs; and get; ONLY drugs. With my Teamster pension and social security; I contributed to ALL my adult life; all gone savings, and credit card; and afford life!
Congrats Chef and may God bless you. As you can see, there are still some who don't have anythng else to do.
Loren, It appears as though you spent you money on mind altering drugs. If your not on drugs, I highly suggest you start.
Congrats Chief on a job well done. Enjoy your retirement. I knew your bro. Charles from the S.O. He was a good cop also.
LOREN, you need to rob your piggie bank and buy some better drugs!!!!!
"A doctor subscribed ear wash I need to wash the lies; and etc. I see on this forum; out of my ears."
I see on this forum; out of my ears?
Do your ears see?
Do your eyes hear?
What is the name of that eardrop?
OH leave Loren alone already..geesh
he is harmless.
@ angry_black......HILARIOUS!!!
Hey, at least Loren actually typed an answer, instead of the same old copy-paste of comma-infested gibberish.
This is a travesty and the city of Tallmadge needs to start thinking out of the box when it comes to courting light industry, small businesses and other service industry opportunities to help stem the financial hemorrhaging. This is what happens when when a city worries more about the color of the sign a business uses or how wide the planks are on a wrap-around porch on some 100 year-old "historic" structure. Once most of the businesses have left the only thing left is annexation... Hmmm. Akronadge? Tallkron? Best-Z
