Summit County issued layoff notices this week to 45 sheriff's deputies, informing them that they will be out of work Dec. 21 if the sheriff's unions don't agree to cut their pay and benefits.
The county, which had announced earlier this month that the notices likely were coming, wants the unions representing deputies and supervisors to take concessions to trim spending.
The cuts include forgoing raises next year. The supervisors also have been told they will be demoted to help cover for the laid-off deputies.
Layoffs are contingent on whether the unions accept the cuts, county leaders said.
''We're waiting on the bargaining units to decide if they are going to make concessions,'' Sheriff Drew Alexander said Monday about potential layoffs.
He added that there would be no counter-offers. The sheriff estimated that he needs to make $3.2 million worth of cuts, which includes money to pay unemployment benefits.
Union leaders said they will continue to talk with the county and look for ways to avoid layoffs. The unions have hired a forensic accountant to examine the county's financial records.
''We're still trying to come up with a solution and [are] negotiating,'' said Deputy Doug Quiner, president of the Fraternal Order of Police Lodge 139, which represents about 330 deputies.
Sgt. Jack Giordano, head of the supervisors union, said his members are frustrated. The union, which represents more than 50 workers, hasn't received any written notice about cuts, he said.
''We feel as supervisors we're caught in the middle here and we're waiting for somebody to give us a direction,'' he said. ''We're willing to work with the county and the sheriff's office, but they're not giving us anything to work with.''
He added that a demotion would be a 16 percent pay cut.
If the layoffs become reality, the sheriff would have a ''skeleton crew'' in the detective bureau and drug unit, and would shutter its sexual predator and computer forensics units.
''The bottom line is that if they lay off 45 deputies, it's going to affect the public in all the services we do provide,'' Quiner said.
Alexander said the deputies union delivered an eight-page letter Monday indicating how the sheriff could raise funds or make other cuts to avoid layoffs. Those recommendations include charging inmates to stay at the jail — a suggestion the sheriff said will be pursued.
''These guys are being very creative,'' Alexander said. ''Instead of sitting around and blaming it on the county and me, they are trying to save jobs.''
Summit County Executive Russ Pry has said he wants to cut $9 million from the 2010 operating budget because tax revenues have fallen short of expectations.
The county has responded to the financial downturn by offering buyouts; raising fees, such as dog licenses; not handing out raises to nonbargaining employees; imposing unpaid furloughs on some workers; and instituting a hiring freeze earlier this year.

I am glad Akron has Mayor Plusquellic and he has not had to lay off any officers. Instead of Lt. Governor, Mayor Plusquellic should run for County Commissioner and straighten Summit County out.

It is simple...start going after the low lifes that owe the city and county money. My neighbors owe the courts close to $2000 because of their lack of respect of the law. If the areas would go after these people for the money they wouldn't have to worry as much.

Jeff, A union is needed to protect the best interests of the employee, in this case the Deputy's. If a union was not in place, the Sheriff could randomly pick and choose who goes and who stays. Although I do not belong to a union, you can thank them for some of the benefits we now take for granted such as a 40 hour work week.
Mind you, this is the same guy who said he didn't want to see anyone get pink slips then didn't have the stones to hand them out himself. He made the people he's demoting do it before they get demoted. He'd rather keep all those retired Akron guys on his payroll collecting a retirement check AND a paycheck to go golfing and drinking. Why does Russ Pry's office give out one number for the cuts and the sheriff give a different number??? Must be that new math.
Just remember not to complain when those sex offenders are not tracked, when your school programs are cut, when there is no one to investigate your burglary, assault, etc., when someone who needs to go to jail can't get in because there's no one there to run it. These aren't scare tactics, they're very real cuts. I have no problem with all across the county taking concessions, but those high and might administrators in EVERY department should be forced to trim the fat in their administrations as well.

When Alexander was running for Sheriff he bashed Warren for having a top heavy dept and he would do away with nepotism. Then he got voted in..he hired his retired APD buddies (who are collecting pensions and making over $100,000 annually), gave secretarial jobs to their lovers (hired in at twice the pay as the previous ones). They golf and drink all day. They are not out helping the community and they should be the first to go. I wish someone would get in there and clean house.

Since we are on this topic... I am curious as to where the AKRON FOP and AFD are in their negotiations for their new contracts. It is my understanding that the deal struck a couple of months ago only gets us to January 1.

Bingo. There are a lot of people who have no clue how devastated the economy of the lower Great Lakes region is. Many companies from just west of Chicago through just east of Syracuse - and everywhere in between - are down 50% in revenues this year. These concessions actually sound pretty mild to the ear of just about anyone who toils in any Mfg-based occupation in the region.

Pry, Alexander and their staffs are handling a very difficult situation as well as can be expected. The union's job is to protect its members' best interest within the context of the conditions at hand. When times are good, this means pushing for raises and increased benefits. When times are tough, this means making a choice between concessions and layoffs. Cuts are being made across the County’s budget and the current administration has a track record of being honest, creative and easy to work with. There is no reason to believe the financial situation is anything different than it has been presented to be. The union needs to do its due diligence in looking at the books, but at the end of the day it is going to have to make the call between concessions and layoffs or some combination of the two.
I hope the union doesn't concede to pay cuts.That would be a slippery slope. And, let's not get confused into thinking these guys are raking in $100K a year. They're NOT. Taking a 16% pay cut would be significant. Having to shut down the sexual predator unit and the computer forensics unit might be necessary, but certainly tragic. As for the geniuses who think that you can cut welfare benefits and funnel the money to the SCSO, please learn something before you spout off your opinion. Your ignorance is mind-boggling.
BMW ... these concessions do sound mild, which is why the truth needs to come out. I've heard deputies are being asked to take essentially a 16 percent pay cut between the raise, the benefits, furlough days, vacation, etc. Now, call me stupid, but if I ran a union that negotiated what the deputies get, I'd say layoff before I give back 16 percent that will never come back to the deps, even when the economy improves.

It's alot bigger than being reported. 16% pay cut, plus 20 furlough days, (they want them to work 20 days without pay), plus they are taking away raises, longevity,holiday and uniform allowance, increased insurance premiums. I'm sure there's even more than that. Alot of these folks have work 15 years to get what they have to just give it up. Even if they give all that up they are still going to lay off those deputies anyway. So why give it up?

It’s high time Representatives of this Representative Republic STOP paying for the more stock dividends (money) Hillarys, Chinese, Foreign, and Domestic Investors and Stockholders (money marketers) market quarterly in the wholesale and retail price of EVERY product and service Human Beings use for life and Government needs to build, maintain, and operate schools, infrastructure, and provide government services, and national security.
We, the government, of the people, by the people, for the people, pays for this money; with money derived from wages or independent business profit and gets ONLY product or service!

The Summit County Sheriff's 'Department' is one of many departments that combined w/other Summit County departments such as the County Executive Department and County Auditor's Department, make up Summit County government.
And the Sheriff's office is w/in the Sheriff's Department, as the Auditor's office is.
We need police and fire; cut somewhere else.

There is a way, in fact numerous ways, too many to mention yet not being discussed?
Someone needs to tell the Union Leaders and members that the County Auditor is required to "Certify" the[a annual budget prior to it being both presented to and approved by County Council, as it has been "every" year.
And every year the budget amount approved for the Sheriff's department provides for the deputies wages for 365 days of 2009, nothing less.
What is the significance of a[the 2009 budget being certified and how does it impact union members?
The County Auditor is swearing that he in fact has set aside the approved budget funds for each department that will be distributed over 365 days of 2009, and that there won't be a reason for a layoff's prior to 12/31/09.
PS: Some local politicians are voluntarily waiving receipt of their raise's and returning those funds back into the general fund to prevent lay offs.
Union, non-union members including Administration employee's are giving up their sick day wages or working 4, 10 hour days a week to conserve utility costs, while others are reducing their 40 hour week to 37 hours. All to prevent layoffs and/or loss of public services.
How come we haven't read about any of these offers to prevent layoff's, from both the Administration and/or union members?
