A record number of Summit County homeowners filed appeals last year over their property values, many arguing that they were inflated given the troubled real-estate market.
And it turns out, it pays to complain.
The county Board of Revision, which spent this year reviewing the appeals, lowered assessed values in 61 percent of the residential cases — much higher than the average of 35 to 40 percent.
Taxpayers came to board hearings armed with data supporting their position that their properties weren't worth as much as the county claimed, said Dan Justus, head of the board.
''They were more educated and they were aware of what was going on in the economy,'' he said.
The county conducted a full-fledged reappraisal last year. Despite residential and agricultural property values dropping about 1 percent countywide, the Board of Revision received a record number of complaints.
Many people wondered how their values could increase or even stay the same in today's real-estate market. Appraisals are based on valid property sales in the neighborhood — foreclosures aren't considered.
The board recently tallied the results of the 4,147 appeals, which involved 5,828 parcels:
-- Residential property, 4,517 parcels: 2,738 decreased and 97 increased. The remainder stayed the same.
-- Commercial, 1,202 parcels: 411 decreased and 121 increased.
-- Industrial, 78 parcels: 24 decreased and 11 increased.
-- Agricultural, 31 parcels: 17 decreased and six increased.
Overall, the board reduced assessed values by $85.5 million, or 2 percent of the county's overall appraised property values.
''It's pretty apparent that residential values overall in Summit County have decreased since that appraisal,'' said John Kohl-strand, spokesman for the Ohio Department of Taxation.
In general, the lower the property value, the less a homeowner pays in taxes.
Tallmadge homeowner Frank Lawrence said he was satisfied with his hearing. The county set the value of his two-bedroom home on Southeast Avenue at $193,000 last year.
That was much too high, given the neighborhood and the fact that he lives next to a junkyard, Lawrence said.
The board agreed, resetting his value at $165,480.
''The overall appraisal is within reason now,'' Lawrence said. ''I thought they treated me fairly.''
About 200 people who weren't happy with the board's decision already have filed appeals with the Ohio Board of Tax Appeals.
County Fiscal Officer John Donofrio is considering conducting another reappraisal next year. But it's unclear whether there have been enough valid sales to do another reappraisal so soon, officials said.

With (in)accuracy like that, Donofrio's appraisers should apply for jobs at the National Weather Service as forecasters.
Donofrio should reappraise every house. They were appraised wrong last year. Prices were jacked up to try to prop up the increasing tax base.
I concur about reappraisals. Odds of that happening?

Lie Detector I totally agree with you and now the Federal government wants to create an even bigger bureaucratic, socialist health care mess, they can't effectively run what they have going on now! Medicare, Medicaid and Social Security are losing money and going broke. They slap more taxes on us to bail them out instead of fixing the problems first. Obama himself has said that Medicaid and Medicare loses 60 billion dollars a year in waste and fraud; 60 BILLION A YEAR! If they know that AND THEY DO, why aren't they doing whatever it takes to stop it NOW! Instead they want to sign us, the taxpayers, up for another outrageously expensive, massive entitlement program that's only going to be impossible to manage. There are so many loopholes in the Senate bill they're pushing now it's a joke and it's prime for fraud.
Why some people in Summit County keep voting Donofrio back into office is beyond me. He's not a CPA, has no financial experience at all, he's unqualified to do his job. I didn't vote for him that's for sure. Of course his office will fudge the appraisals, he needs the money because he isn't doing his job effectively. If no one complains then they have it. If people complain then, no harm done right, just change the numbers. How much did it cost the county to hear all these complaints and pay for the time to have them reviewed? Amazing, just amazing.
Somebody please correct me if I am wrong. I was under the impression that the state requires reappraisals every 6 years. Summit County however has chosen to do it every 3. How can they possibly, legally, do this? Maybe the taxpayers of Ohio should have their own tea party.

Could it be because his wife is the Director of the Summit Board of Elections?
Nothing like a little 'assistance' from the spouse to make sure the election results turn out in your favor.
Don't forget, in the last election, Donofrio's opponent's name was listed on the ballot differently than he is known to the general public, but of course Marijean knew absolutely nothing about how that happened.
Basically what it comes down to is that the government lost money and they tried to steal money from you all to cover their loses. Politicians are thieves. They stold from you and your family, they took food off of tables and medicine out of the hands of patience in their greed.
Is that the knid of people you want in government?

When Dumbya Bush took office in January 2001, he inherited a projected cumulative surplus of 5.6 TRILLION for 2002 through 2011. When he, FINALLY, left office those surpluses were replaced with deficits for as far as the CBO forecasts. Obama inherited the biggest economic disaster since the great depression from Bush. LowEb-you forgot the pharma-suit-ical companies that left you out of there free psych programs again....
I got a propery value lowered last year. I bought it in 2007 for 34k and the county said it was worth 71k. I offered (to the county) that they could purchase that property for 65k. That's a deal! They declined. Got the property value lowered to 45k.....that's a little more fair.
