The city of Munroe Falls sent a $4,400 water bill to Bob and Lisa Joyce based in part on the city's assertion that the family had a swimming pool in the back yard. In this 2005 photo, the city thought the Joyces had a pool because of aerial photographs of the property that appear on the website of the Summit County Fiscal Office. But the circular object seen here was a trampoline.
