More than 200 licenses given to people to carry a firearm have been suspended after their Akron-area instructor was arrested this week on felony charges for not following state standards.
The instructor, Alvin Bagley, 57, of Fairlawn, is charged with tampering with records. Sheriff’s deputies say Bagley routinely certified people to carry weapons without conducting the required instructional standards.
“The standards were blatantly missed,” Summit County sheriff’s spokesman Bill Holland said.
Those who were instructed by Bagley are asked to contact the department’s CCW office to determine what steps are necessary for them to be recertified.
The reinstatement process will be reviewed on a case-by-case basis. As of now, their licenses are suspended, Holland said.
Bagley was arrested Wednesday and was being held in the county jail. Authorities said additional charges are possible.
Holland said the department recently received complaints from citizens alleging Bagley failed to provide clients with the required 10 hours of classroom instruction and two hours of range practice.
Detectives interviewed some clients of Bagley and determined he “fell short of the state minimum requirement and that the portion of experience shooting was never offered to those individuals.”
Bagley, sheriff’s deputies said, is an NRA Certified Instructor. Despite failing to conduct the required instruction, he is accused of submitting false National Rifle Association Basic Pistol Course certifications.
His clients included Matthew Warmus, a Green resident, who shot and killed a Cleveland parking lot attendant in 2010. Warmus, who claimed self-defense, is serving a life sentence for murder.
