The Summit County Board of Elections deadlocked this morning on whether to allow observers at the board's new site for absentee voting.
The issue, which is the subject of ongoing litigation and controversy across Ohio, will be decided by Ohio Secretary of State Jennifer Brunner. She already has advised elections boards against allowing observers.
Board members also got into a heated debate on how to address a Republican candidate whose name didn't get on the ballot as he requested. Bill Conte, a candidate for Summit County fiscal officer, wanted to be on on the ballot as ''Bill'' but instead is on as ''William.''
Republican board members again brought up the possible conflict of Marijean Donofrio being director of the elections board when her husband, John Donofrio, is on the ballot to defend his fiscal officer post against Conte.
The board's two Democratic members objected to the implication that Donofrio may have been involved in Conte's name not appearing as he requested on the ballot.
The board is seeking clarification from the Summit County Prosecutor's Office on an issue relating to this name question and may reconvene later today or Wednesday to make a decision.
Half of of the board's ballots for the Nov. 4 election have already been printed and thousands of absentee ballots are ready to be mailed. As of Monday morning, about 3,000 people had voted absentee at the Job Center, the board's site for early voting.
Marijean Donofrio said she has taken steps to remove any potential conflict with her job, including not having any contact with the ballots. She called this a ''political move'' by the Republicans.

When I went with my son to vote at the "job center" I noticed about 10 people just hanging out in the back with Obama t-shirts and hats on. I just assumed those were the observers. they made sure those without proper ID were allowed to vote.
Get used to it Sam. I think alot of dead people will be voting for Osame this time. Should we expect anything else from the messiah's followers?
The messiah (Osame) has brought the dead voters back to life. LOL
Wow what a conincidence!
I am sure it is all the Republicans fault!!!
The Beacon reporter Stephanie Warsmith is a registered democrat who has voted in every democrat primary. She is going make her fellow democrats like wayne jones look good.
My question is who was the girl that was speaking at the 1:09 part of the audio??? She was chastising Morrison for making reckless comments. Was that Donofrio?
Wow, this is really sad. "Bill" Conte is the only grown up in the room. He tried to just get the issue resolved because it clearly affects his campaign, yet it is like he is speaking to children.
Bill, good luck in November. You have my vote (As long as Marijean doesn't see my ballot!!)
Someone needs to step up and do the right thing. Admit the mistake and make the needed corrections to accurately and finally resolve the ballot name-change.
This is important to all Summit Co. voters. A mistake of this magnitude in unexcuseable.
