CLEVELAND: City officials in Cleveland want owners of downtown parking facilities to be more mindful of crime.
City Councilman Kevin Conwell said he intends to propose in January a new city law requiring parking lots and garages to keep attendants on duty longer or use more security cameras.
Earlier this year, city Safety Director Martin Flask raised concerns about the way parking attendants often go off duty once facilities fill up for sporting or other events downtown. In a memo to Mayor Frank Jackson, Flask noted that vehicles are exposed to vandalism and thefts when attendants leave.
Louis Frangos of USA Parking Systems Inc., which owns 18 lots and decks in Cleveland, complains that lot owners would have to raise prices to keep parking facilities staffed longer.

Cleveland, what about the panhandlers? I know every time I walk through downtown, I will get approached by panhandlers. They are even inside Tower City. You cannot escape them!
