COLUMBUS: A surge in Ohio voters who used paper ballots has overwhelmed poll workers trying to finish the count.
Several large counties didn't report results until this morning, and problems in Franklin County are holding up the outcome of a crucial congressional race in central Ohio between Democrat Mary Jo Kilroy and Republican Steve Stivers.
Franklin County officials said they are still working to count about 3,800 absentee ballots that were cast Monday. They are also counting an unknown number of paper ballots used by voters Tuesday.
Results aren't known in Montgomery County, either. Officials there say about 10,000 to 15,000 paper ballots remain to be counted.
