State chairman says it would be 'inappropriate' to oversee meeting against Arshinkoff's wishes

Ohio GOP Chairman Robert Bennett won't preside over the Summit County Republican Party's organizational meeting later this month.
Bennett said Friday that the state party has only intervened in county parties' central committee meetings under extreme circumstances and always when the help was requested.
Summit County party chair Alex Arshinkoff doesn't want the state party involved. He said he plans to follow the meeting protocol provided in state law.
''I don't see any reason for us to get involved in the Summit County organizational meeting,'' Bennett said. ''Unless the chair asks us to do it, it would be inappropriate for us under statute to get involved.''
State Sen. Kevin Coughlin, who is involved in an effort to unseat Arshinkoff as chairman, suggested earlier this week that the state party oversee the meeting to make sure it was fairly conducted. His group, the New Summit County Republicans, are backing Cuyahoga Falls Council member Carol Klinger to replace Arshinkoff.
The more than 400 members of the county party's central committee, who were elected in the March 4 primary, will decide the party's leadership at an April 21 meeting.
Before this meeting, the Summit County elections board will hold recounts in at least three central committee races. The recounts will be done at 9 a.m. April 10.
These three races resulted in ties. The elections board Friday conducted coin tosses to determine a winner in each. If the recounts result in a different outcome, the new winner will be named. Otherwise, the coin-toss victories will stand.
The tie race winners were: Cuyahoga Falls 8C (Donna Kaiser over Susan L. Truby), Norton 4B (Eva Conklin over Jonathon Scott Hubble) and Twinsburg 1C (Carolyn Murrock over Mark Reilly).
In each of the tosses, the quarter landed on heads, prompting board members to joke about the coin being rigged.
Kaiser was a candidate filed by the New Summit County Republicans, and Murrock was submitted by the county party. Conklin and Hubble were both filed by the party.
These three races were the only ones close enough to trigger automatic recounts. Candidates in other close races may ask for recounts, though they will have to pay a $50 fee. These requests must be made to the board by April 9.
One of the other close central committee races involved Coughlin against Cuyahoga Falls Mayor Don Robart, who is an Arshinkoff ally. The official vote count showed Coughlin beating Robart by four votes 62 to 58.
The board will certify the recount results at 9 a.m. April 14. The party is required to hold its central committee meeting within 15 days of this date. The April 21 date meets that mandate. Details of the meeting are still being arranged.
