County Council approves $81,000 in funding

Summit County Council on Monday approved two new gift card programs that will help poor children buy school supplies and assist domestic violence victims rebuild their lives.
The county will use more than $81,000 from the federal Temporary Assistance for Needy Families to pay for the programs, which will be overseen by the Department of Job and Family Services.
Council members approved the programs without comment.
The county plans to buy 1,154 gift cards worth $50 each from Discount Drug Mart, a chain based in Medina. The cards will be handed out to eligible people who participate in the Ohio Works First program and have children ages 5 through 7 so they can buy school supplies for the upcoming school year.
Eligible recipients will be notified by mail in July and the cards are expected to be given out in August.
Discount Drug Mart, Target, Wal-Mart, Staples and Walgreens were asked to submit proposals, but only Discount Drug Mart responded. The chain has four stores in Summit County: in Akron, Cuyahoga Falls, Hudson and Stow.
The county also plans to buy 190 J.C. Penney gift cards worth $150 each. Those cards — designed so domestic violence victims can buy household items — will be distributed through the Battered Women's Shelter and Victim Assistance Program.
The county received a 6 percent discount from J.C. Penney and a 5 percent discount from Discount Drug Mart for buying the cards in bulk.
Last year, the county handed out J.C. Penney cards to welfare recipients with young children so they could purchase clothing, coats and shoes. The program was successful, so the county decided to do similar ones this year.
