Voters overwhelmingly approve urban gambling, livestock board, veteran bonus

COLUMBUS: Voters approved three statewide issues Tuesday, including a controversial proposal to build four casinos in Cleveland, Toledo, Columbus and Cincinnati.
The casino plan, Issue 3, jumped out to an early lead and never trailed despite the margins closing at one point as opposing votes from rural counties were counted.
Ohioans also approved selling bonds to pay veterans a bonus (Issue 1) and amending the Ohio Constitution to create a 13-member agricultural oversight panel to craft rules for the treatment of farm animals (Issue 2).
Dan Gilbert, majority owner of the Cleveland Cavaliers, and Penn National Gaming, pulled off what other groups had failed to accomplish four times since 1990.
Gilbert gave remarks on the Cavs' Web site shortly before midnight.
''I want to thank the voters of Ohio tonight who have spoken on this,'' Gilbert said. ''They put that trust in us.''
He promised to get started this morning by meeting with Gov. Ted Strickland, legislative leaders and mayors. The state will need to create a gambling oversight commission to establish rules before ground can be broken on the casinos.
Voters want casinos in urban corridors to spark economic development and create jobs, Gilbert said.
Gilbert will build casinos in Cleveland and Toledo; Penn National will locate in Columbus and Cincinnati.
Timothy Willmott, Penn National president and CEO, who appeared with Gilbert, said
voters said yes to 34,000 jobs, $1 billion of private investment and the end of gambling revenues being spent in Michigan, Indiana, Pennsylvania and West Virginia.
''And especially West Virginia,'' Willmott said to cheers from the crowd.
Willmott was taking a not-so-subtle shot at MTR Gaming, owned by Jeff Jacobs, which operates casinos in West Virginia.
MTR funded the opposition to Issue 3, although the company has supported expanded gambling efforts in Ohio in the past.
Large turnout
Tom Smith, Ohio Council of Churches public policy director, said the large voter turnout in the urban centers doomed his group's effort to stop Issue 3.
In addition to positioning the casinos in counties with large numbers of votes, the proponents also ran a strong campaign that included getting endorsements from major unions, the Fraternal Order of Police, local politicians, including mayors in all site cities except Columbus, and the NAACP chapters in urban centers.
Issue 2 amends the Ohio Constitution to create the Ohio Livestock Care Standards Board, which would empower the panel to write agricultural rules in the state.
Backed by the Ohio Farm Bureau, the amendment also was a pre-emptive strike against the the Humane Society of the United States, which wants farmers to change the living conditions for laying hens, veal calves and breeding pigs to allow the animals to stand, sit, spread their appendages and turn around.
The proponents raised millions of dollars for advertising and other campaign tactics to build support for the issue. The opposition was poorly funded.
Robert Boggs, Ohio Department of Agriculture director, applauded the amendment's passage, and said he looks forward to chairing the livestock board.
''The diverse group of experts serving on this board, together with Ohio's citizens, will work to create a fair, uniform set of standards that ensure the safe and humane treatment of the state's livestock and poultry, therefore sustaining the viability of Ohio's family farmers and assuring safe, affordable food for all citizens,'' Boggs said.
Wayne Pacelle, the U.S. Humane Society's president and CEO, said the farm bureau and other agribusiness lobbying groups pushed for the measure in an effort to block true reform.
He said his group decided against wasting money to defeat Issue 2 and instead will devote those resources for a future effort, possibly a ballot issue of their own next year, to phase out extreme confinement conditions for animals.
Bonuses to veterans
Issue 1, which will give bonuses to Persian Gulf, Afghanistan and Iraqi conflict veterans, passed with more than 70 percent of the vote statewide.
The new Ohio Department of Veteran Services will be allowed to sell up to $200 million in bonds for the newly created compensation bond retirement fund.
Eligible recipients include any veteran, and certain survivors, who served at any time during those conflicts regardless of whether their tours of duty included action in-country or support from stateside.
The bonuses will include $50 for each month of active domestic or foreign duty, and $100 per month for duty in the Persian Gulf, Afghanistan or Iraq.
Veterans who are medically discharged or medically retired would be eligible for $1,000.
Strickland had pushed to provide bonuses, but there was an ongoing dispute over whether to sell bonds and go into debt to raise the money or to write the checks from the state treasury.
Going to the voters for a decision was a compromise.

Great, Now lets get started on voting to legalize prostitution. We cannot have our out of state guests not have their gambling and call girls.

Issue 3:
All our economic worries are over, except as the gambling market grows more saturated, the tax revenues will dive. When the communities start to realize the social consequences of gambling, it will be too late. After the construction is over, all that will be left are minimum wage service jobs. Heck of a way to grow the economy in Ohio.

Those of you against the casinos are pathetic! Crime, drugs and prostitution are already here! At least with revenue from casinos, we may be able to provide additional law enforcement resources to combat the downside. You don't like gambling in this State ... then move! I also believe any county that did not support Issue 3 should not benefit from any of the revenues received from them!
Legalized gambling won't be so bad. Now all the poor people can give their very last dime to the casino owner. Maybe they will quit standing on the corner of RTE 8 and Buchtel now. And to the remarks made by "Retired", you need to chill out old man. I think all grumpy old men should move out of Ohio, and the U-haul is in front of your house.
Thank goodness this has been put to rest. Now the state can work on more pressing issues: Job creation, School funding, and Healthcare. We tend to get bogged down and entrenched in positions on both sides of the aisle without ever solving the real hard issues facing all Ohioans.
two words, "numbers man". gambling has always been in Ohio, just not legally. you can place a bet on anything @ anytime with any amount as long as you know the right people. i bet they had a line on if the issue would pass or not.

Families lose.
I tend to agree with you Retired. We shouldn't stop progress out of fear of what might happen. Some bad things may happen but I thihk the majority will be very good for Ohio. We can't not build a car out of fear that someone will commit a crime with it.
I'm not against casino's but I am against selling the license for 50 million when surrounding states are getting 450 million. They also get a tax rate around 50%. Instead of Ohio getting this billion dollars we gave it to a few men.
Well, hopefully the new GOPs can fix all that ails our wonderful country. As for casinos, great. The people that think the poor will waste all their money there, where do you think their money goes now?? Probably to drugs, alcohol, cigs etc. And if they want to spend their money on that or a casino, that is their problem. It is more cash for our state. Lastly, I just hope the politicians keep their word on where the cash is actually used.
Those who want to gamble, already do. Have you evern been to a gas station at 7 am trying to get gas? You stand in line behind those buying their 40s, smokes and lottery tix. Then they come back after the midday drawing, to get their evening beer, smokes and lottery tix. As far as the tax rate goes, lets remember econ 101... 30 pct of anything is more than 0 pct of nothing.

When casinos opens in Ohio it’s a sure bet that they will be operating like amusement parks with no safety belts or cages on their rides? Every thing Ohioans will be addressing from now and even when your casinos open, we’ve been addressing here in Pennsylvania since our gaming law passed. From location, to ownership, but nobody ever addresses the casinos everyday operations that lets them destroys individuals and families. Think about it, does it really matter where they build them, if it’s not in your backyard it’s going to be in someone else’s. And who cares who owns these joints? They could be owned by the Mafia, Ku Klux Klan, Neo-Nazis, Al-Kida or even the Catholic Church, what’s the difference, it’s still the same SCAM that is FLEECING and BREEDING Americans into compulsive casino gamblers who will eventually become criminals. Here are a few of the tools that legislators throughout our country have given casino operators to seduce their prey, 24/7 gambling, Free booze, Check cashing, Smoking areas inside, Interest Free Credit and those so-called freebees known as Comps that make many justify their losses. Can you think of any other industry in our country that operates in the same fashion?

I voted for the the casino BUT one thing is that when the lottery came to town there were people proclaiming that all the school problems will be solved if we just allow the lottery. Years later the schools are still a mess. What is said and what actually happens are two totally different things. I do not see the streets of PA or WV paved in gold. I am hoping that people do not put too much stock in everything that was promised.
There is hope for Ohio after all.
Anyone who thinks gambling is going to ruin this state is a complete fool. Take a look around. People in Ohio are gambling now. They are playing the lottery. They are playing keno. They are playing bingo. They are betting on horses. And they are traveling to other states to visit casinos.
We finally got smart enough to realize that we should be keeping the casino gamblers in Ohio.

On behalf of mental health, addictions, and consumer credit counselors, police officers, prison guards, suicide hotline and domestic violence shelter workers, emergency room workers, I say "Thank You!" to the voters of Ohio who have given us all "job security" until the Second Coming by foolishly approving casinos. Well, at least they so far will be limited to Cleveland, Cincinnati, Columbus, and Toledo. That will allow sane and sober people with families to protect some time to sell their homes and move to counties which will not have this scourge in their midst.
We'll see what happens..obviously it's not going to produce what they said it was, it never does and never will, but hopefully it provides jobs and gives ppl something to do after the game.
Gambling is a personal decision that each of us will make, and if it ruins you it's your own fault. Casinos are required to provide resources for people with addictions.
I just wish it was not 4 casino's...that's way too many for a state so close to other states with casino's. There should be 1, maybe 2 at opposite ends of the state...4 is overkill.
Why does it seem like people assume that only those who gamble have problems? I've been up to Windsor. I save a certain amount of money that I take with me. When it is gone, it is gone. If I win then cool, if I don't then cool. I walk away after the fact. It does not destroy me, my family, and even somehow I still manage to pay my bills. I only go once a year with friends. We drink, gamble a little, have some fun... then we go home at the end of the weekend. I know I'm not alone either.
The issue I had with this and still have is that it was making a gambling monopoly for 2 companies. Congrats Ohio, you gave 2 companies complete control over an industry in Ohio. Either make it legal for ANY company or person to open a casino or not at all. Making a constitutional amendment that only allows 2 companies to have casinos is just a quick sidestep from the monopoly legislation that is federal law. Don't be surprised if you see a lawsuit on this going to the Supreme Court. Double post apology.

What a shame. What a sad thing that people throw their money away like this.
More people happy about short-term fixes and not looking past 5 years of their life. Terrible. Ohio's island of morality is slowly going down the toilet with the rest of the country. Thanks shortsighted young'ens.
I for one am happy this passed.. my retired parents like to visit casinos in West Virginia 3 or 4 times a year and now they will be able to play in their state. Their home and car is paid off, all bills paid, and I am happy after all the sacrifices they made to raise my sisters and I, they have something fun to do together that they both enjoy.
Hate to sound callous, but if people have a gambling addiction, it's their problem just like any addiction. People can go into poverty by frequenting bars too but I don't see many people wanting a dry state.

You are completely right. I go to Mountaineer every few months or so with some friends. I take enough money to entertain me for the day, and if I take nothing home, so be it. The issue is personal responsibility, and it goes beyond gambling.

Too bad this Amendment prevents all local charities from any kind of game of chance, other than Bingo. No more Monte Carlo nights. Reverse Raffles and 50 50 drawings are also in doubt, as they are games of chance. I'm sure this was not the intention of the voters. Hopefully this language gets removed and nonprofit groups can continue their good work!

Glad it passed, maybe the politicians in this state will learn that passing contrived bills written by PAC's is bad and that our 'leaders' should have done their job of leading.
That and well, a drive to Cleveland is much less expensive than a flight to Vegas.
I remember a few years back when Detroit, seeing how well the casinos were doing in Windsor, decided to build a casino too, so that they could keep the gambling money in Detroit instead of letting it go to Canada. Anyone think that Detroit's casino has done wonders for that city? People who believe that casinos will bring all sorts of economic benefits and revitalize the state are living in a dream world. And people who claim that gambling addiction is not a problems that we should worry about clearly know nothing about addiction or sociology. It's very nice to know that some people can limit their gambling to the money they bring with them; it should go without saying, however, that this means those people have X amount of money they can afford to blow on nothing. When one is in economic hardship, however, the idea of the big quick payoff through gambling is very tempting, however much it's also a pie-in-the-sky idea. When a person is desperate, they're often willing to try anything that has even a remote chance of getting them out of the hole. Hence, the idea of trying "just once more--this time, I'll win" which is exactly how gambling operations portray themselves. I'm not against casinos on moral grounds--Heaven knows I've bought my share of lottery tickets, for example. But those who insist on seeing them as only benign or beneficial are blinding themselves to some real potential problems. I hope that casinos will not cause as much trouble as I can forsee, but I'm not optimistic, given their track record elsewhere.
Again, it all comes down to personal accountability. My husband and I have had our share of hard financial times and not once did I think, "Hmm... instead of buying milk with this 2 dollars, I'll play 2 lotto tickets." People with that mindset need help before they even step INTO the casino. But I guess everyone has to have a scapegoat.
Yet again, Ohio gets screwed.
Will casinos help? Absolutely.
But we could have done WAY, WAY better than the deal we just got. We never should have picked who would own the casinos BEFORE we approved the law. A first year business/law student could tell you that (hell, my 10 year old nephew could tell you that).

people don't care about how much Ohio got out of the deal, all they care about is what will affect them..it is a very bad deal for Ohio. You just gave 2 groups exclusive rights to casino's in our state at a steep discount. It's like you opening a business and paying half to start it, while having no competition.
For Penn and Gilbert they literally just struck gold..for Ohio some jobs, and some money, but a bad deal.

I think that Issue 3 was a bad idea and am disappointed that it passed. Now that it has, I hope all the good things the proponents claim will happen actually do occur and hope that all the bad things I believe will occur do not.

The voters made it clear last November that they don't care what they vote for.

Sorry you are wrong, nothing in the constitutional ammendment gives control of the casinos to two specific companies. Nor does it give complete control of the casino operations to the companies running the casinos. That was just more BS from the opponents of the issue. And who were those fine people? None other than the owners of the biggest and nearest casino to our area, Mountaineer in WV. Yeah, they were looking out for the people of Ohio, sure.

Steve is actually the only person commenting on this story that has any common sense at all: if you looks at the other states/communities that have allowed casinos, none of the disastrous, pending consequences has happened -- over what is now decades. The high end of the proponents' wild campaign promises, as well, have not completely come to fruition, either. The truth is always somewhere in the middle.

It says nothing about prohibiting non-profits from having Monte Carlo nights, 50-50 or reverse raffles. It also doesn't award the casinos to pre-determines companies without any bidding process. And if you don't agree, please provide some evidence to your point not just "I heard" Because what you heard was twisted facts and outright lies from the opponents, you know the ones who were protecting their own gambling interests in WV.

You all can complian about this and make it sound so bad, but let's face it. Those who want to gamble before today were going to gamble, just in a different state. Now that money, which would have been spent in another state, will now be spent in Ohio. I don't care what the tax rate is, but whatever it is, at least that tax money is now going to stay in Ohio and benefit the people of Ohio, not the people of West Virginia, Pennsylvania, Michigan, or Ontario, Canada. Those jobs created are now in Ohio. Jobs mean an increase in tax base for those communities over and above the taxes collected from wagering. Just Economics 101.
And those who opposed the issue, MTR gaming, is owned by Jeff Jacobs. The same Jacobs family that owned the Cleveland Indians. Son of Dick Jacobs Seems like his heart wasn't in Ohio. He fought it all the way.
Dan Gilbert is an ultra-successful businessman. We all know how he built the Cavaliers. I doubt many businessmen could tackle a project this big. But, as successful as he is, I have faith he will pull this off.
In my opinion, we owe Dan Gilbert a a big "thanks" for stepping up and putting this together. It will create jobs and help to jump start the economy in Ohio.

Its nice that the Issue 3 passed.. Now I want to know what the payout will be on the slots.. If they make it as tight as I have seen in some other casinos the profits will quickly diminish. They should be mandated to be no less than 95 percent payout.. Even at that rate , the casinos will rake in the money and people will have a fun time.
I also hope they don't build the Cleveland casino downtown, if they do, I'll keep going to casinos elsewhere that are off the main highway and away from the downtown traffic headaches.
I think they should put it where the Brown's stadium is...they're not using it for anything!

Page 10 states:
"Provisions of this section 6(C) shall have no effect upon activities authorized under sections 6(A) and/or 6(B) of this article.
6(A) is in regards to the lottery and 6(B) states "The General Assembly may authorize and regulate the operation of bingo to be conducted by
charitable organizations for charitable purposes."
Short version: Charities can run Bingo or Night at the Races. Everything else is now illegal.

For those of you who think the jobs will be $8 an hour, don't you realize that casinos need gaming managers, hotel managers, chefs, restaurant managers, hair and spa employees, accountants, purchasing specialists, marketing managers, communication and public relations people, etc.? Besides, if you look at many of the jobs that are posted online, all you see are office jobs that start at the same thing -- $8 -- and they want you to have a degree and experience. Isn't that what just happened? Ohio voters approved gaming and now they will assemble a gaming commission. Building these 4 casinos will put a lot of Ohio people to work for the next two years. I want to know why no one is commenting on the State of Ohio passing a referendum to allow politicians (incumbents only, of course) to send out bribes to veterans for their votes? As a vet of this period, I would be more than reluctant to accept such a check. If I DID accept it, I think I would have to just relay it to another candidate who is determined to see fewer American veterans coming home in coffins, and without limbs from fighting other nation's wars for them.

I am tired of paying for a state miss-managed school system. The courts have found the State of Ohio guilty of not supporting the schools FOUR times, but our old buddy Bob Taft said don't go forward on prosecuting that one. Thank you City of Green voters for passing the renewal levy. There is still a budget short-fall, so we'll see how Superintendent Nutter and the Board resolve it. The City of Green received $250,000 from the stimilus and can use it however they like. Mayor Norton wants to use that money to build a Veteran's Memorial in Green. I am in favor of honoring and supporting our Veterans, but Mayor Norton may have a hidden agenda with wanting this Memorial now. Mayor Norton will not make any decisions that are considered controversial because it would hurt his chances for re-election and all of his decisions are based on getting himself re-elected. The City of Green has the $250,000 stimulus money now and the Green Local School District needs that $250,000 NOW. Mayor Norton could organize a Veterans Memorial committee and that committee would be responsible for raising the funds necessary to build a Veteran's Memorial. Mayor Norton wants to take credit for actually doing something before the next Mayor's election. It is mind baffling that Mayor Norton (along with the City of Green Administration) is fully aware that Green Schools NEEDS that $250,000 and isn't giving it up to the schools. This clearly shows his hidden agenda and his lack of supporting Green Local Schools. Mayor Norton's term is up in 2012, you can see his profile needs something added to the year 2010 www.cityofgreen.org. Mayor Norton also hired Valerie Wolford, Communications Coordinator, to "handle" press releases and a newsletter for the City. Her press releases and newsletters have numerous grammar errors and misspelled names. Ms. Wolford has been paid over $80k so far for doing virtually nothing. Her duties were effectively handled previously by current staff and it didn't cost the City anything additional!

Like I said on an earlier post; New Jersey has Atlantic City, very high unemployment, and the highest property taxes in the country! Please don't expect casinos to be your save-all. Here, the casinos all have buses that shuttle people from low income neighborhoods to AC daily. The people who least can afford it are targeted, like with lottery machines, with that famous saying;"a dollar and a dream".
I dont think anyone here in Ohio are expecting them to be our save all.

Sorry I'm going to have to disagree with your interpretation of the minutia there. It doesn't outlaw anything that is currently being done. Maybe all those Monte Carlo nights and other "gambling based" fund raisers are already illegal. The specifically mentioned bingo so that it would remain legal and separate from casino gambling. Those night at the races do not count as the horse racing, that is for the horse race tracks.
To those that say the jobs are low paying and vanilla, watch the thousands who show up to apply. Every week I see stories about job openings (some only short term seasonal stuff like recent openings for performers at haunted houses) and the number of people who show up to apply is many times the number of jobs available. Do you think that jobs that don't pay $50,000 or more are worthless to everybody? Ask those who are out of work.
As far as the economic impact, and whether the casinos are succeeding (the NJ guy who keeps reminding us about Atlantic City) there is no proof that happens here. The casinos will be built employeey many people. Then they will open and be in business employing more people. If they don't make the profits as expected they may lay off some people or eventually close. But what about all those jobs for period before that? I guess you think they're worthless since they are not gauranteed for life (because there are so many of those great jobs).
Nobody said this will be a cure to all the problems. But new jobs will be created. Money spent out of state by ohio residents will stay here. Tax revenue will be generated. Those are all good things.
