Juvenile Detention Reform in Ohio except Medina

Juvenile Detention Alternatives Initiative has proven successful, yet Medina County refuses to give up it's antiquated Juvenile Drug Court for all system that generates a serious income but resolves very little of the problem with Juvenile crime.
