COLUMBUS: Four-legged friends are a step closer to being able to join their owners on restaurant and bar patios in Ohio.

Dogs soon could be allowed in outdoor seating areas after unanimous passage of a bill by a Senate committee Tuesday. House Bill 263 is expected to be considered by the full Senate on Wednesday, said committee Chairman Sen. Dave Burke, R-Marysville.

The bipartisan measure, which easily won House passage, would allow business owners to adopt their own policies for allowing dogs on patios, with a few requirements.

Under the bill, sponsored by Rep. Laura Lanese, R-Grove City, an employee could not intentionally touch a dog, and the establishment would have to post a sign informing patrons that dogs are allowed. Dogs would have to be on a leash, and the business would have to keep cleanup and sanitary-waste-disposal kits available outside.

Legislators from both the House and Senate have been working on bills to allow dogs back on patios. The move followed the Department of Health’s letter this past spring reminding food and drink establishments that dogs are banned except for service animals, according to Ohio law.

Burke said he was surprised there was no opposition testimony to the bill, even when he and Lanese attempted to solicit those opposed to enjoying their meal or drink with a nearby dog.

“I have not received any opposition,” Burke said. “I’ve asked people in my district and my wife what they think about it, and I have not had anybody come forward against it.”

In contrast, several local bar owners such as Land Grant Brewing Co. and Seventh Son Brewing testified in support of the legislation, saying they wanted the furry friends to mingle about, even hosting dog-themed events.

PLAIN TWP.: Someone left a crate full of 21 kittens and cats on the doorstep of an unmarked animal rescue office overnight Thursday, and the organization’s founder wants to know who was responsible.

Sarah Helton, president and founder of the nonprofit Pitties and Kitties, said there’s no sign on the office advertising the rescue on Whipple Avenue Northwest, but she has met with people there before to accept donations and to complete paperwork.

She’s asking area businesses or residents for video that might have recorded the animals being dropped off to assist Stark County Dog Warden Jon Barber, who is conducting an investigation into the illegal dumping of animals.

Barber couldn’t be reached for comment Tuesday morning.

A restaurant near the office called Helton on Friday to say a towel-covered crate filled with kittens was outside her office door.

Most of the kittens ranged from newborn to 6 months, although three adult cats were with them. One of the three is pregnant, and another is nursing, Helton said.

Some of them were sick.

“Several of the kittens are in serious need of medical treatment,” Helton said in a news release Tuesday. “This has put an extreme burden on the rescue, which recently took in a paralyzed kitten and an emaciated dog with severe skin and other health issues. All foster homes were full, and existing medical expenses mounting. Of course, the person or people who left the kittens left no information about the kittens or a much-needed donation to help with the added expenses.”

The organization’s veterinarian examined and treated the felines, Helton told the Repository, adding they were placed on antibiotics and “every one survived.”

Four of the kittens were given to Paw Crazy, another rescue, and the remaining went to pet “foster homes” after word got out.

Helton added that all of them will be spayed or neutered once they’re off the antibiotics.

“I’m guessing they all did come from the same place,” Helton said. “Unfortunately, there’s a lot of hoarding situations around here. … [The owners] probably have a lot going on.”

Helton said the drop-off wasn’t the first such discovery at the office.

“A couple of months ago, we had a bunny rabbit, and we have had a couple of kittens [dropped off] before,” she said.

Her organization typically takes cats and pit bull-type canines, “but we’ll take in any breed,” she said.

She said anyone with information about who dropped off the kittens should call the Pitties and Kitties rescue at 234-738-2259.

Frank — whose human parents describe him as a “mutt to the bone” — waited patiently Saturday near the K-9 Cafe food truck for something good to eat.

When Nikki Crayton returned with a mini doggy ice-cream cone, Frank happily licked up all the soft serve before crunching into the cone.

“He’s spoiled,” said Stephen Malek, holding the treat for Frank as passers-by at the 17th annual Akron Pet Expo — many with their own dogs — oohed, awwed and chuckled, seeming to enjoy Frank’s ice cream glee as much as he did.

Crayton and Malek adopted Frank as a puppy about a year and a half ago after Crayton found him caged and unwanted with a pit bull in an Akron house.

“He came home with us, slept for 16 hours and has been the best dog ever since,” Malek said, “maybe the best dog I’ve ever had.”

Michelle Spehar of Medina launched her food truck for dogs — she thinks it’s the only one of its kind in Ohio — in 2016, counting on dog owners like Frank’s.

She had been making organic dog treats in her house, but wanted a way to reach more people. Now she takes the food truck to events like the pet expo or doggie day care centers, which rent the truck for parties.

Most of the treats she sells are inspired by what people like to eat from food carts, but dog-icized.

On the menu Saturday: Doggone Steak Taco for $3.50, Mo’ betta’ Meatballs for $1.75 and a Cafe Doglette, a canine omelette with bacon, cheese and spinach, for $2.75.

Dogs clearly outnumbered all other pets Saturday at the expo, but they didn’t rule all.

There were booths dedicated to birds and cat adoption and to pet skunks.

“My husband is allergic to dogs, my son is allergic to cats, so we got Ollie,” said Ginger Wahjudi of Westerville, who was holding a cardboard cutout of cartoon skunk Pepe Le Pew that was as big as she was.

Ollie the skunk — whose scent glands have been removed — has free rein to roam the family home. They trained Ollie to use a litter box and, at night, Ollie sleeps between Wahjudi and her husband, usually on the pillows.

Wahjudi was at the pet expo with about a half-dozen others to promote Skunkfest 2018 in North Ridgeville, an annual fundraiser for Skunk Haven, a no-kill shelter for Skunks.

“All skunks welcome, although you do not need to be a skunk owner to attend,” the group’s literature says about the Sept. 8 Skunkfest.

Nearby, a half-dozen Doberman dogs huddled on the grass near a booth dedicated to them as other dogs of all shapes and sizes mingled in the crowd.

Frankie, a one-eyed pug between 12 and 13 years old, wasn’t well enough to walk Saturday’s expo, something he’d done in years past.

So Vickie Norton and her daughter Ruth LeBoeuf, both of Monroe Falls, wheeled him in a special dog stroller they bought the day before.

Frankie, like many dogs at Saturday’s expo, is a rescue.

Norton said he came from a bad breeder where he had already lost his eye before toddling up to her at a rescue as a puppy, stopping short to sit down on a wet mop.

Norton and her daughter unbuckled Frankie from his stroller Saturday and lifted him onto the grass in case he needed a bathroom break.

His back legs no longer support him, either because of his age, weight — he’s now 21 pounds — or some combination, Norton and LeBoeuf said.

But that obstacle hasn’t stopped them from including Frankie in family events.

“He’s like my brother,” said LeBoeuf, who carries a camera with her so she can shoot pictures of Frankie wherever they go. “We love him.”
